Evaluation of Telehealth Service and Conceptual Model of Medical Digital Competencies in Peruvian Hospital

Abstract

Telehealth represents a key strategy to ensure continuity and access to healthcare services, particularly in geographically complex settings such as the Peruvian highlands. However, its effective implementation requires not only adequate technological infrastructure but also the development of digital competencies among medical professionals. This study aimed to assess the level of telehealth service delivery from the perspective of teleconsulting physicians in order to support the proposal of a structured medical digital competencies program in a hospital located in the Peruvian highlands. A quantitative, non-experimental, cross-sectional study with a descriptive-propositional scope was conducted. The study population consisted of 41 physicians who provided teleconsultations between 2020 and 2022, using census sampling. A 29-item structured questionnaire based on a five-point Likert scale was administered. The instrument was validated through expert judgment and demonstrated high reliability (Cronbach’s α = 0.96). Results showed that more than 50% of participants rated the service as fair or poor, identifying limitations in accessibility, privacy, security, and overall satisfaction. In conclusion, the identified gaps in service delivery support the implementation of a structured medical digital competencies program aimed at strengthening telehealth quality in geographically complex contexts.
